This is round two of the 10th Community Minister election. This runoff election is taking place because round one resulted in a tie between the top two candidates. This runoff will contain only those two candidates, where voters will have the opportunity to break the tie and choose the new Community Minister.

The candidate with the most first-past-the-post votes wins. You can vote for one candidate. You must be a Member of Parliament on the forum to vote. This runoff election will run for 7 days. If the runoff election is tied, a random number generator will determine the winner.

General Discussion / Happy 12th Birthday, VillageCraft!

VillageCraft was started on the 1st of December, 2011, twelve years ago today.

Wild.

Seldom does a Minecraft server, let alone any game server, last 5 years, let alone 10, let alone 12. I just want to thank all of you, the players in our community, for being here and making this a unique piece of the internet. VillageCraft isn't quite like other game servers, and I'm glad you're all a part of it. I appreciate all of you gorgeous people with your weird and enjoyable personalities. You're all fantastic, I love you all.

Here's to the next orbit around the Sun, let's make it a fun one. Let's game, let's socialize, let's find and spread happiness. All from our little corners of the Earth, together, on VillageCraft.

How to set a profile picture on the VC Forums:

1. Click your name at the top of the page.



2. Modify Profile -> Forum Profile



3. In "Personalized Picture", choose "Specify Avatar by URL"



4. Paste the URL link into the text box, and make sure it starts with "http" and not "https". Remove the "s" if needed. The link should end in an image file format like ".jpeg" or ".png", and avoid using links that include "gallery" (instead try to use only the direct image link).



5. At the bottom of the page, press "Change Profile".



Note: Using an external image hosting website like imgur.com is suggested. Upload your image there, get the link, and use that link here on the forums.


How to post a picture on the VC Forums, including in a forum post or in your signature:

Use the image button when posting, then paste the image link between the code it creates. Or, type the code yourself.

Village Tiers

0: Homestead / Land Claim
Requires:
- 1 structure
- FREE

Grants:
- A claim on the land in the immediate vicinity (Note: Does NOT grant region protection)

Notes:
Any build that does not qualify for protection as a hamlet falls under this tier, and Rules 6-8 apply; however, any build within 200 blocks of a village that the builder does not own is subject to being claimed by the owner of that village after 7 days when a warning is provided.  This is an exception to Rules 6-8 in this scenario. The Village Owner must provide a warning and give the builder 7 days to move their build before the Village Owner can claim it for themselves.


1: Hamlet
Requires:
- 5 structures
- Staff approval, and for Staff to create the protected region
- Cannot be within 200m of any village you do not own, unless consent is given (see additional notes)
- $5,000

Grants:
- Protected region expansions (with Staff Approval)
- Basic Rules for Villages on VC enforcement
- Ability to join Village Unions
- 2 month owner inactivity leeway

Notes:
You can not claim a Hamlet that is within 200m of a Village you are not the owner of. You can only get a Hamlet claimed within 200m with consent from Owner provided to the Staff protecting the Hamlet.

2: Settlement
Requires:
- Hamlet
- 10 structures
- 1 art installation (fountain/statue/art wall, etc)
- $25,000

Grants:
- A Shulker full of your Official Village Banner
- 3 month owner inactivity leeway

3: Town
Requires:
- Settlement
- 15 structures
- 1 town hall (village rules can be posted here)
- 1 food production place (bakery, butcher, restaurant, etc)
- $50,000

Grants:
- Ability to set village rules for members to follow
- Ability to link embassies via warp signs
- 4 month owner inactivity leeway

4: Shire
Requires:
- Town
- 25 structures
- 1 gathering place (pub, church, market square, etc)
- 1 civic building (post office, court house, school, etc)
- 1 embassy
- $120,000

Grants:
- Ability to create Village Unions
- A Free v-warp for your village, could be for the village itself or a shop
- 5 month inactivity leeway

5: City
Requires:
- Shire
- 40 structures
- 1 attraction (arena/stadium, museum, fairground, etc)
- 3 embassies
- $300,000

Grants:
- Village title appears on screen when entering
- A Free Ad sign at /warp ad
- 6 month owner inactivity leeway

6: Metropolis
Requires:
- City
- 65 structures
- Transportation infrastructure (subway/trains with stations, canals with docks, horses with stables and hitching posts, etc)
- 5 embassies
- $1,500,000

Grants:
- A billboard in a server-owned Public Village (such as Qualia, Tal Avar, Tirinuvik), including a picture and writing (pending Staff approval and placement)
- A billboard in your Village that showcases the next upcoming server event. This billboard automatically updates.
- 7 month owner inactivity leeway

7: Country
Requires:
- Metropolis
- 100 structures
- 1 health and safety structure (hospital, police station/jail, military base, etc)
- 3 unique non-housing structures (not houses/apartments/hotels)
- 7 embassies
- $3,000,000

Grants:
- Village Warp (v-warp) accessible to anyone, regardless of donor level
- A VW Paperperson Armour Stand added to your village.
- 8 month owner inactivity leeway


Quick Guidelines for Meeting Tier Requirements:

- For Staff to consider a requirement to have been met, a structure should have a design with style and effort put into it.

- Special requirement structures should additionally have 3 distinct features that convince the Staff member it is indeed that structure, so that they can check it off the requirement list. If Staff feel your village has not met the requirements to advance a tier, they will tell you and may give you advice on how to succeed.

Quick Guidelines:
A - All Structures:
A design with style and effort put into it (this is at Staff discretion - we won't allow cobble/dirt cubes to pass as a structure).


B - Specially-Required Structures:
At least 3 features that convince the Staff member that it is indeed that structure.

- Example 1: A food production building could be a bakery, and the 3 features could be a big oven, a kitchen with work stations, and a reception or sitting area for visitors.
- Example 2: A civic building could be a post office, and the 3 features could be a reception desk, mail boxes, and a sorting room.
- Example 3: An attraction could be a fairground, and the 3 features could be a flower garden, a parkour course, and a stage.

Use your own creativity and style, and convince us that you've put some effort into your work so your village can advance in the tiers!


C - Embassies:
An embassy is considered complete when it has at least 4 of the following features:
- Flag of Village (Banner, decorated)
- Map of Village (On display)
- Armor Stand people (owners of Village, significant figure, or someone in the theme)
- Signs explaining the Village (The history, a description, an ad, or explain relation to Village the Embassy is in)
- Decorated reception desk (example: worker, book or computer, flower pot)
- Ambassador's office
- Residence or inn rooms

(Bypassing these feature requirements may be permitted when a significant unique alternative design is done instead, by Staff discretion.)

Embassies in both respective villages must be complete for the Village Tier requirements to be met. Embassy-to-embassy warp signs can then be added by Staff members by request. Villages may request warp signs be dismantled at any time.

Tirinuvik Public Village has an embassy zone, and will offer a free embassy to any Town (Tier 3) or higher that has built a completed embassy in Tirinuvik.

ADDITIONAL INFO / TERMS:
a. Owner Inactivity Leeway:
Applies only to the owners of villages, and therefore ownership transfers. All other inactivity on the server uses the 2 month inactivity rule, including village membership, salvaging, and unlocking locks.

b. Homesteads/ Land Claims Within 200m of Another Village:
Builds within 200m of a village that the builder doesn't own cannot be protected without consent of the nearby village owner. Should that village owner choose to expand their village in the direction of the land claim, with staff approval, they may give 7 days warning for the land claimer to pack up and leave (signs posted, mail, public chat, etc), after which point the village owner may expand over and claim the builds and chests for themselves and their own village, with locks removed. Thus, it is suggested nobody build this close to an existing village that they don't own.

c. Advancing a Tier:
Tiers are advanced one at a time, and Staff have discretion on whether a village has met the requirements to advance a tier (or if they can be reasonably bypassed for significant unique builds).

d. Structure Count:
Specifically required structures are included in the total structures count. Staff have discretion if requirements have been met.

e. Embassies:
Embassies are considered complete when the Embassy on each side is built (their embassy in your town and your embassy in theirs).

f. Embassy Warps:
Once complete, embassies between towns get free warp signs that go from embassy-to-embassy.
(Staff Note: Naming convention example from Qualia to Tirinuvik: Warp e-QUAtoTIR. And from Tirinuvik to Qualia: Warp e-TIRtoQUA. Add a letter if needed.)

g. Tracking Tiers:
Custom region flags will be used so anyone can see which tier a village is at.



NOTES FOR WHEN THIS SYSTEM IS IMPLEMENTED:
- When the village tiers system begins, all existing villages will be given Hamlet status. All of their existing perks will be grandfathered in even if those perks now require a higher tier. Adding any new perks that require a higher tier will require the village to advance to the respective tier first.

- The "VillageCraft Rules" and "Basic Rules for Villages and Village Unions on VC" will be updated to include the new tiers system and account for the changes made here.

Additional information:

CHANGE LIST:
-States that the Senate is a body of the Parliament (there has been some confusion over this)
-Clears up votes with regards to investigations of Staff (there was some confusion over this a few months ago)
-Clears up terms and adds some terms, such as "Selection Event" to make things easier to follow
-Clears up some ambiguity about resignations, and the removal of the CM (who can still be eligible for selection)
-Adds a section "C.5: Sortition" to explain sortition in one spot
-Adds language to officially adopt the publicly-auditable and viewable Sortition Method and randomized daily Selection Lists developed by Ako and Luis
-Adds language to make sure orders to fill seat vacancies occur the following day (UTC) so no strategy/"cheating"  with selecting new Senators can occur
-Closes the "Upcoming Sortition List" 24 hours before the new session to give buffer time for the new list to be updated for the new Senate to be selected
-States that orders to fill vacant seats may not occur within the last 72 hours of a Senate Session (to sync with the above 24 hour buffer, and also because it would be odd)
-Places a (soft) limit of a maximum of 3 Staff members on the Senate, to avoid Staff dominance. Technically adding a player to the Staff who is a Senator can exceed this limit, but this is the only way.
-Requires the CM to choose whether to accept a Senate seat 1-10 days PRIOR to the start of a Senate Session, now removing their ability to slightly delay a session by not deciding.
-Makes it clear that Senate Votes last 5 days or until all Senators have voted, at the Speaker's discretion (there was some confusion about this)
-Makes it clear that System Admins are counted as 1 of the 3 staff required for consent (there was a question recently whether it was 3+1 admin or whether the admin counted)

Let me know if you can successfully message here and on the discord Senate channels.

Remember you need to choose a Speaker from among you.

It might be a good idea to choose/make it clear where you'll hold your discussions, whether here on the forums or on Discord, or both. I created Discord channels and roles for Senators and the Speaker, so it's an easy option. There's also the Senate forum board here that only you can post in. Up to you, just try to be on the same page.

Lastly may I suggest choosing to hold your Senate votes on the forum's Senate board. It is certainly a safe bet and easy to track, I've set up permissions that should make it work. There is a Speaker role with the perms to hold votes (the CM role is also able to create votes as that role exists as a forum moderator).

The Sortition Selection Methodology & Automated Daily Sortition Selection Lists are available Here

Quick Info:
MPs Self-Nominate their names to the Upcoming Sortition List for the Senate of VC, and names shall be added in the order of nominations. Any "Upcoming Sortition List" shall be closed at noon Toronto-Montreal-New York time on the first Wednesday of the respective month in which Senate Sessions end and begin, at which time it will become the "Current Sortition List". The names on the "Current Sortition List" shall no longer be edited and will be used to select Senators. During any selection event, the names of any removed Senators shall be excluded from the list.

The Senate uses Sortition to select Senators (other than the elected CM's seat), and the following method has been created to be transparent, fair, and auditable by anyone. As such, it actually doesn't require Staff to determine who is selected for a Senate seat, since anyone can replicate this method. Staff, however, will administer the Competency Test required to be confirmed to the Senate.

The Senate of VillageCraft:
The Senate is a democratic body, made up of Senators, that creates legislation for the Parliament of VillageCraft to vote on.
Any MP may be selected to join the Senate through sortition (rather than election) if they self-nominate their name to the Sortition List and get randomly selected (rather than elected).
Senators strive to serve in the best interests of VillageCraft, conduct debates and participate in Senate Votes, and may serve until the end of the Session. Senate Sessions last 4 months.


Quick-Read Version:
A - The Senate discusses, debates, and votes on legislation to send to the VC Parliament for Official Parliament Votes. The Senate can also investigate Staff Members of wrongdoing.
B - Senate Sessions last 4 months on a fixed schedule. All Senators are removed at the end of a Session. A new Senate may begin proceedings once 5 Senators are confirmed.
C - New Senate Sessions have 5 seats and can be increased to 7 by vote. Vacant seats can be filled from the Sortition List by the Speaker or by vote. Senators can be removed by Simple Parliament Vote.
D - Senators are selected from the Sortition List. Any MP may self-nominate their name to the Sortition List. The CM can choose to be a Senator. A Competency Test must be passed to be confirmed to the Senate.
E - The Speaker of the Senate runs the Senate proceedings and votes. The Speaker is a Senator who is elected and can be removed by fellow Senators. If there is no Speaker, one must be elected.
F - The Senate Procedure and Senate Votes are how the Senate operates on a day-to-day basis to pass legislation such as Official Parliament Vote Proposals.

All Senate participants must be Members of Parliament.

A
The Senate:
1. Roles
i. The Senate of VillageCraft is made up of Senators. The Senate discusses, debates, and votes on proposing legislation to send to the Parliament of VillageCraft for binding Official Parliament Votes. The Senate is a body of the Parliament of VillageCraft.

ii. The Senate may pass Senate internal rules, without needing a Parliament Vote, which are binding on the Senate and remain in force between Senate Sessions. Internal rules cannot conflict with this document.

iii. The Senate can also investigate Staff Members of wrongdoing if there is reasonable suspicion a rule was broken, and without needing a Parliament Vote. The Senate does not need to vote to begin an investigation. They can optionally vote to begin one, in which case the Staff must comply with the investigation. The Senate can vote to formally deliver their findings and/or recommendations to the Staff. Senators may not participate in Senate Votes that involve investigations into themselves. Privileged or confidential information given to the Senate must remain private within the Senate, except in the case where the Senate votes to deliver their findings to the Staff, and the information is relevant.

2. Exclusions
i. The Senate cannot not pass binding legislation on VC without Official Parliament Votes, except for internal rules which govern the Senate themselves, starting investigations into Staff Members, filling seat vacancies, or increasing the total seats to 7.

ii. The Senate does not pass or propose legislation regulating the internal rules of the VillageCraft Staff, appoint or remove Staff Members, or participate in Staff Votes.


B
Senate Sessions:

1. Sessions Last 4 Months
i. Senate Sessions last 4 calendar months.

ii. Sessions end and begin at Noon on the first Wednesday of the respective 4th month after the Session began. (Toronto-Montreal-New York Noon is used.)

2. Ends of Sessions
i. Once a Session ends, in-progress proceedings are stopped and removed, and all current Senators are removed. The next Senate Session starts anew. Senate internal rules remain in force.

3. New Sessions
i. Immediately once a Senate Session ends, a new one begins. 24 hours to 10 days prior to this moment, the CM had the opportunity to accept a seat in the new Session, as seen in "D.2.". At this moment, all remaining seats are filled by Sortition, as seen in "C.5.".

ii. The new Senate may begin proceedings once 5 Senators are confirmed.


C
Senate Seats:

1. New Sessions Have 5 Seats
i. The Senate shall have 5 total seats at the start of a new Senate Session.

2. Increase to 7 Seats
i. The Senate may vote to increase the total seats to 7 for the remainder of the current Session. If this vote fails, it may not occur again for 7 days.

ii. 7 is the maximum possible number of seats.

3.   Vacant Seats During a Session
i. The Senate may vote to order vacant seats be filled by a Selection Event from the Current Sortition List at any time. If this vote fails, it may not occur again for 7 days.

ii. The Parliament of VillageCraft may use a Simple Parliament Vote to order vacant seats be filled by a Selection Event from the Current Sortition List at any time. If this vote fails, it may not occur again for 7 days.

iii. The Speaker of the Senate may bypass voting and choose to order vacant seats be filled by a Selection Event from the Current Sortition List at any time.

iv. Orders to fill vacant seats may not occur within the last 72 hours of a Senate Session.

4.   Removal
i. Removed Senators cannot return to the Senate until the next Session. Senators may remove themselves at any time by resigning. The resignation must be clear and unambiguous. If the Community Minister is removed from the Senate due to ceasing to be Community Minister, but they remain on the Sortition list, they remain eligible to be selected to join the same Senate session via Sortition.

ii. The Parliament of VillageCraft may use a Simple Parliament Vote to remove one or more Senators at any time. If a removal vote fails, another vote to remove the Senator(s) in question may not occur again for 7 days.

iii. All Senators are removed at the end of a Senate Session.

5. Sortition
i. Each Senate Session has a Current Sortition List attached to it, from which Senators are selected in Selection Events. Senate Sortition uses the Sortition Method, which produces a new random Selection List every day at 00:01 UTC. VC’s full publicly auditable Sortition Method and daily Selection Lists and are viewable any time on our website.

ii. Any MP may self-nominate their name to the Upcoming Sortition List for possible selection in the next Senate.

iii. 24 hours before the start of a new Senate Session, the "Upcoming Sortition List" becomes the new "Current Sortition List", and is closed to new names being added. During an ongoing Session, a new "Upcoming Sortition List" is opened for self-nominations to the next Senate Session.

iv. The Selection List dated for the first day of a new Senate Session will be used in that Selection Event to fill all seats for the incoming Senate, except for one if it is due to be held by the Community Minister (as described in "D.2.").

v. When an order occurs for Senate seats to be filled in "C.3.", the next scheduled daily Selection List will be used to determine the seat(s) for that Selection Event.

6. Soft Limit of 3 Staff Members on the Senate
i. If there are 3 or more members of Staff on the Senate during a Selection Event, Staff names shall be skipped during selection.

ii. If a Senator becomes a member of Staff while in the Senate, they retain their seat, however they will be counted towards the total number of Staff in all future Selection Events during that session. This may result in the Senate consisting of more than 3 Staff members. If a Senator ceases to be a member of Staff, they will no longer be counted towards the total number of staff in future Selection Events.



D
Senators:

1. Must Be MPs
i. All Senators must be VillageCraft Members of Parliament.

2. Community Minister Senate Seat
i. Prior to a new Senate Session, before Sortition, the Community Minister chooses whether to sit as a Senator for the upcoming Session.

ii. The CM can indicate their choice up to 10 days before a new Senate Session begins, and must make their decision before the Upcoming Sortition List is closed (24 hours before the start of the new Session).

iii. If the CM does not choose, declines the seat, fails the Competency Test, resigns from the Senate, or ceases being CM, the choice is not offered again until the start of the next Senate Session.

iv. If the CM is a Senator and ceases to be the CM, that individual is removed from the Senate, creating a vacant seat.

3. All Other Senators Selected by Sortition
i. After the CM chooses whether to be a Senator, all remaining Senate seats are selected by Sortition from the Current Sortition List, as seen in "C.5.", and are confirmed upon successful completion of the Competency Test.

4. Competency Test and Confirmation
i. Anyone offered a Senate seat must pass the Competency Test to be confirmed to the Senate. The test must be completed within 5 days and 2 attempts.

ii. The Test includes simple math, assurance the person is active, able to serve, and understands the rules and role of the Senate and Senators. The test will be written and administered by the VC Staff.


E
Speaker of the Senate:

1. Role of the Speaker
i. The Speaker runs the proceedings of the Senate, and conducts Senate Votes.

ii. The Speaker must run proceedings in a timely manner without significant delay.

2. Elected by the Senate
i. The Speaker of the Senate is a fellow Senator who is majority elected by the Senate. Election votes may occur infinitely until a Speaker is chosen.

3. Removal
i. The Speaker may step down at any time. The Speaker may be removed from their role at any time by a majority Senate Vote. If a removal vote fails, another may not occur for 7 days.

ii. If the Speaker breaches procedure and fails to hold a removal vote, they are automatically removed at the request of any Senator.

4. There Must Be a Speaker
i. If there is no Speaker of the Senate at any time, the Senate must elect one. No procedure or votes may occur until there is a Speaker.


F
Senate Procedure and Votes:

1. Discussion
i. Senators shall discuss ideas to bring to a Senate Vote. The Speaker shall moderate the discussion to keep it constructive if needed.

ii. If an idea is decided upon, Senators may write a Draft of the legislation to be debated. "Legislation" can include Senate internal rules, proposals for Official Parliament Votes, Staff Member investigations, removal of the Speaker, filling seat vacancies, increasing to 7 seats, or anything else within the scope of the Senate.

2. Draft
i. Based on Senate discussions, Senators shall write Draft legislation and request a Debate on it.

ii. The Speaker shall make sure the Draft is acceptable within the Role of the Senate, and if it is, hold to a Debate on it.

3. Debate Draft Legislation
i. The Speaker shall hold a Debate on submitted Draft legislation. The Speaker shall respect the chronological order in which Drafts were submitted, including Speaker removal vote requests, holding Debates in the order of their submission.

ii. Debates shall be whether to improve upon the current wording, scrap the idea, or keep the current wording.

iii. Senators shall take these ideas and consider submitting improved Drafts, or Nominating Draft Legislation for a Senate Vote.

4. Nominate Draft Legislation for Senate Vote
i. Based upon the proceedings of a Debate, Drafts may be nominated by 2 or more Senators to proceed to a Senate Vote.

ii. The Speaker shall respect the chronological order in which nominations and Nominated Draft Legislation is submitted, holding Senate Votes in the order of their submission.

5. Senate Votes
i. i. The Speaker shall hold a Senate Vote for Nominated Draft Legislation, which must include a clear question, clear answers, and the ability to abstain. Votes pass with a majority. The Speaker shall run the Senate Vote for 5 days, or until all Senators have voted, at the Speaker's discretion.

ii. All Senate votes are recorded and made public.

iii. If the Senate Vote is defeated, it cannot be voted on again for 7 days if the text is not meaningfully changed.

6. Successful Senate Votes
i. If a Senate Vote succeeds and creates, amends, or revokes an internal Senate rule, it is effective immediately and becomes Senate internal legislation.

ii. If a Senate Vote succeeds in increasing Senate seats to 7, filling vacant seats, removing the Speaker, or commencing an investigation of a Staff Member, it is effective immediately.

iii. If a Senate Vote succeeds and proposes an Official Parliament Vote, it moves on to the Consent of the Staff stage. A Senator shall deliver the final text of the proposal to the Staff.

7. Consent of the Staff (for Official Parliament Vote Proposals)
i. The final text of the Official Parliament Vote Proposal must be approved by 3 Staff members based solely on feasibility, viability, and ability to implement the proposal if successful. This shall not be based on personal approval or disapproval.

ii. In the case where a System Admin must be involved in the implementation, consent of at least 1 must be gained. A System Admin is counted as one of the 3 required Staff in "F.7.i.".

iii. If there is genuine reasonable disapproval from a Staff member, the proposal may be put to Staff vote. If it fails, and/or if needed, Staff may request a rewrite of the Official Parliament Vote Proposal before they give consent, in which case the process returns to Stage "F.3.i."

iv. If Consent of the Staff has been given, the Staff shall inform the Senate. The initiative can then proceed to an Official Parliament Vote, which shall be initiated by the Speaker of the Senate, the Community Minister, or the Staff, at the request of any Senator.


All Senate participants must be Members of Parliament.
