In the interest of starting discussion by members of Parliament who might be called upon to vote on the proposed bill, I offer the following comments on the proposed legislation currently being voted on as Senate Bill 191.

It is my opinion that the entire proposed bill violates Senate Rule A(2)(ii), which provides in relevant part as follows:  “The Senate does not pass or propose legislation regulating the internal rules of the VillageCraft Staff”.  Further, an examination of the bill makes it clear that the bill does not merely seek the “transparency” it claims, but actually seeks to impose a forced set of required tasks – and timeframes for their completion – upon the system administrator/s of VillageCraft, all of whom are volunteers and unpaid people with real jobs.

The following excerpts from the current draft of the proposed legislation – on the 10th revision as of December 17 – illustrate the ways in which the bill is problematic, violative of Senate mandate A(2)(ii), and should not be enacted by Parliament:

The preamble to the bill states that the purpose – in part – is “[for] the purpose of determining any plugins that are hindering the update effort” and “to allow the Senate and Parliament to debate whether any such plugins should be disabled”. It is the role of the system administrator to determine what plugins are necessary for the operation of the server and which can or should be disabled.  Without the technical knowledge required to understand and assess the complex nature of the code that allows us to enjoy this 12-year-old server, this bill proposes to supplant the VC system administrator’s role in this area and violates Senate Rule A(2)(ii).

The preamble goes on to provide that the bill’s purpose – in further part – is “[for] the purpose of reducing stress and pressure on sysadmins participating in the update effort”.  This bill purports to impose rules and requirements on the system administrator/s, which logically would have the opposite effect of reducing stress and pressure, but is a further violation of Senate Rule A(2)(ii) in that it seeks to add mandatory tasks to the system administrator’s job.

The preamble’s final stated purpose is to create “a future status update framework for any upcoming major Minecraft version releases.”  Despite the original stated purpose found in the first clause of this proposed legislation being “increased transparency in the server upgrade process from 1.16.4 to the newest version or whichever version is currently planned as of 10 DEC 2023”(emphasis added), this fourth clause makes it clear that the drafter’s intent is to expand this legislation indefinitely into the future and apply these requirements to “any upcoming major Minecraft version releases”.  Thus, this bill reaches permanently into the future, adding indefinite rules, requirements, and tasks to the system administrator’s role, completely disregarding (and violating) Senate Rule A(2)(ii)2

Technical problems with the proposed legislation become clear in Definitions section.

Section 1(a) proposes to define a “reasonable” time for the system administrator to take an action as 603 hours.  Clearly this is a further violation of Senate Rule A(2)(ii) – not only does the legislation purport to add mandatory tasks, it sets an arbitrary time frame for their completion.  Sixty hours is 2 ½ days.  VC inactivity rules are 2 months.  Is it reasonable to require the system administrator to respond to any and all requests in 2 ½ days?  Can they not go out of town for even a weekend?

Section 1(a) further attempts to define as “reasonable” any action that is not “exceptionally burdensome, including but not limited to actions that would take less than 2 hours to complete.”  Not only will the system administrator be mandated to respond in an arbitrary 60-hour time period, but will certain actions that are arbitrarily determined to take less than 2 hours to complete – and who determines that? - be required to be addressed sooner than 2 ½ days?

Section 1(b) defines “newest version” of Minecraft as the version that “is the goal for ensuring the server is up to date”.  As we all know, Minecraft has been ever more rapidly producing updates to the game, so the “newest version” is a moving target.  By requiring the system administrator to comply with the listed tasks on an ongoing and future basis, this bill would task the system administrator to continually work to “ensure the server is up to date”, never taking more than 2 ½ days off, regardless of any concerns with the stability of the “current version” or the impact on the integrity of the server.  This infringes on the decision-making role and responsibility of the system administrator/admins and further violates Senate Rule A(2)(ii).

As already partially illustrated above, despite the statement set forth in 2(a) that “[n]o part of this legislation should be construed to imply a change in internal rules of VillageCraft staff” it is clear that the entire structure of the bill is designed to impose required tasks on VillageCraft staff member/s, namely the system administrator/s.  The law of identity applies here, regardless of this statement.

Specific tasks that the proposed legislation purports to impose on the VillageCraft system administrator/s are as follows:

3(a)(ii) - The main thread will be updated with updates and milestones from the sysadmin at the top of the post

3(c) - The sysadmin will produce an initial status update within three days of the passage of this legislation, or if this legislation is put back into force

3(c)(i) – the initial status report is to include but not be limited to:
A. A count of how many plugins are ready to update,
B. A count of how many plugins are not ready to update,
C. Major roadblocks preventing updating, detailing which specific plugin is causing significant problems, and
D. general plans for addressing the roadblocks.

3(c)(ii) – if the system administrator “needs” a “short extension” “for personal reasons” they are required to communicate that on the forum and then produce the status update “within the next few days”

4(a) – requires the system administrator to follow the “initial status report” with an updated report every 15 days at minimum

4(a)(ii) – if the system administrator fails to update the status report - at any time – in longer than 20 days, and a request for an update is made by any player, the system administrator is required to respond in a “reasonable” amount of time – presumably this is the 2-hour timeframe referenced in 1(a)? or does the 60 hour/2 ½ day timeframe apply here?

The final section of the proposed legislation is section 4(d), which provides for an exception to the above time requirements, an exception linked to that exception, followed by an automatic restart of the 15-day update requirement upon request of a status update by any person at any future point in time.

I submit that the entire piece of legislation represents a violation of Senate Rule A(2)(ii) and should not be enacted.  Barring exclusion of the bill entirely, I would urge the VC Members of Parliament to vote against this legislation for the reasons set forth above.

--Dallas

1The original version of this bill is currently being voted against by the Senate, due to their inability to agree to revisions prior to the bill’s being posted for a vote, but Senator Noket has been revising it for resubmission once the first version is voted down.  See the thread for the proposed legislation in the discord channel #Senate, under the thread entitled “Draft – TIME act”.
2See also Section 3(b) which provides:  “Once the update to 1.20 is completed, this bill may be put back into force for versions beyond 1.20 either at the sysadmin’s discretion or by majority vote of the senate.”
3This time frame has changed in the various iterations of the bill.  It has varied from 48 hours in revised versions 1-5, and 60 hours thereafter in revised versions 6-10.

General Discussion / Bonfire Night 2023
« on: 1 November 2023, 10:10:11 PM »
Bonfire Night 2023

As you all know, Bonfire Night is Sunday, November 5, and we are planning to celebrate again this year with bonfires, snacks, and a special event!

Since the original plot that gave rise to the tradition of Bonfire Night involved an attempt to destroy the Houses of Parliament in London, we thought it would be fitting for us – and by that we mean YOU – to “destroy” a couple of ocean monuments that we need cleared for a new server XP farm.  Join us on Sunday night, and we will split into teams to race to clear out the ocean monuments – whichever team kills their elder guardian first will be named the winners!

Gear will be provided, but you are welcome to bring your own if you’d prefer.  Teams will be balanced by numbers of participants as needed.  Sign up for Team A or Team B by reacting to this post - or the Discord post - with A or B and we’ll see you on Sunday night!  Plan to start at 9:00 p.m. Eastern time.

All participants will get this cool headgear, created by Hughbert and modeled here by my villager friend, you won’t want to miss out on this one!

General Discussion / Traveling Carnival Event!
« on: 12 October 2023, 09:01:29 AM »
It's almost my favorite VC time of year - Halloween!

Let's have a Traveling Carnival! Similar to the Pub Crawl - everyone who wants to participate can build a carnival game or venue in their village, and we will set up a tour!  If you want to build it in the cm world and use creative, that's fine too, and I can move it to your village before the event!  We'll do this starting at 9:00 p.m. ET on Monday the 30th and leave the "tour" open until the end of the day on Tuesday the 31st, so that people can attend even if they can't make it on Monday.  We will also be trick or treating in Event Neighborhood again, and there may be some new things to check out there as well!  Each participant will receive a cool new trophy for being part of the Traveling Carnival, and there will be new prizes awarded too!

As with pub crawl, I need to know ahead of time if you are participating, so that I can set up a warp to your location.  Also, if you want to build it in creative, I need to set up a plot for you, so let me know and I'll get that done too.

COME BACK TO VC - let's have a CARNIVAL!

General Discussion / Hughbert's Hat Challenge is LIVE!
« on: 21 January 2023, 11:01:19 PM »
Hughbert is so pleased that everyone loves all his hats, he's decided to host a special event -  it's Hughbert's Hat Challenge!  This is your chance to create a hat for Hughbert to make for us to wear in game!  We're set up in the CM creative world, and each plot has a Hughbert head model with a glass outline that defines the area you can build your hat in.  Hughbert will be selecting the winner, and reserves the right to edit as necessary to make the hat actually work in-game.  It's important that each hat be made with full blocks only - no slabs, trapdoors, doors, buttons, carpets, etc., as those won't translate into a hat model.  Check it out at /warp cm-HHC, and let me know what plot you want!  I built an example on Plot #5, don't we look cute?  You can start any time, and the event will end on February 5th!

IMPORTANT ANNOUNCEMENT REGARDING VC VACATION EVENT!

All, I need your help!  Luis gave me some cool sunglasses for everyone for the VC Vacation event, and I’ve lost them.   I think it was when I was running around Qualia, but I can’t be positive, and if I’m honest drugs and/or alcohol could have been involved.   If anyone can help me find the sunglasses, I’m sure we can get this event off the ground!

General Discussion / Village Venue Build Comp starts April 14th!!
« on: 26 March 2022, 02:26:05 PM »
Next Build Comp is the Village Venue Challenge!

Now that everyone has gotten into the swing of the Village Tiers and are moving their villages up the ranks, let’s focus on adding some event venues!  This challenge is designed to meet the “City” requirement of “1 attraction (arena/stadium, museum, fairground, etc.)”. Build the best event venue to win!  Each entry will specify what village it is being created for, and anyone can help on as many builds as they want, it’s up to the owner of that village!  The winning build will be installed in the winning village on the main server, and then we’ll have a party there!

The rules:  as usual, no world edit EXCEPT you may change the biome and staff can add any special elements that you can dream up – invisible item frames and barrier blocks, etc.

New rule:  If you build with expensive blocks, these are subject to being changed at my discretion if you win.  Build it with netherite and diamond if you want, but those won’t be copied over, they’ll get swapped for something else.  A possible exception would be if you’re willing to pay server prices to include them, but only if the server sells that material.  Again, netherite and ancient debris will be excluded!

Last note:  these plots are BIG.  Each one is a full map, so you’ll have a space that’s 120 x 120 to work with, and they are 100 blocks deep.  LET’S GO BIG PEOPLE!!!

Village Venue Challenge will begin on Wednesday, April 13, 2022 11:01 PM CT, and end at Sunday, April 24, 2022 10:59 PM CT.
(time will convert automatically on discord, so check that post if confused on when this starts/ends)

Meet us in Tirinuvik tonight at 11 p.m. ET for a St. Patrick's Day scavenger hunt - there will be prizes and unique loot!

Mark your calendars for February 11th for a new event!  We are moving the event date so that more can play - it will be 11 p.m. CST on Friday, February 11, which is (GMT): Saturday, February 12, 2022 5:00:00 AM - Discord will show this in your time zone or you can convert it here - https://greenwichmeantime.com/time/to/gmt-local/

"20 Questions - Would you be my Pal(entine)?"

What’s everyone’s favorite thing to do on VC – make new friends of course!  Tied only with shooting their friends.  So for Palentine’s Day we’re going to play a new game – with a new prize – Cupid’s Bow! Here are the rules:

Each player starts with 10 tokens (depending on how many people sign up, could be more or less) and they will each get assigned one "secret question" by me – each player will get a unique question. The players will then tp to different locations where they will be matched up with another player and have 4 mins to try and ask the other person questions to try and guess their “secret question”.  All players will be locked into /local chat for the duration of the event.  If the person asks you your secret question, you must give them one of your tokens, and vice versa.  As an example, "what is your favorite color?" could be your secret question. If the other person asks you that question, you have to give them one of your tokens.  At the end, everyone's secret question gets revealed, so if you cheat you’ll be disqualified!

After 4 minutes you will each tp to a different location to be matched with a new person for another round.  We will go until everyone has had a chance with each other player.  The player with the most tokens at the end of the game wins the special Cupid’s Bow prize.  Any village that signs up to host will also get a special trophy.  Ties will be decided by PVP.  You must sign up in advance so I can properly match people!

Also, sign your village up and start decorating your game booth!  It must have two “chairs” in an area that I can create a temporary region over just for the event, but you can decorate it in any style you want!

Sign up on Discord or here to add your village and to play!

General Discussion / Merry Christmas VC!
« on: 24 December 2021, 10:41:38 AM »
Merry Christmas to all my friends in Australia and NZ, and Merry Christmas Eve to everyone else!  I tend to be a little sentimental at holidays in general but as most of you know our Christmas this year is a bit different - again - due to Covid.  This year we have Covid in our home and are having to quarantine even away from one another, so it's particularly sad :(. However, we will all be better soon, Christmas can be postponed, and it's all going to be fine.  I just wanted to say thank you to everyone who has made my and DDr's days a little easier and a lot more fun - I love you all, and wouldn't change anything about any of you.

Merry Christmas!

General Discussion / 10 Years of VC Statistics
« on: 2 December 2021, 12:07:36 PM »
(originally started by Luis on Discord)

This December, VillageCraft turns 10, and to celebrate throughout the month we're going to be sharing the top 10 players of different statistics. It's part of a long-term ongoing project of mine, which I hope to share soon :)

For the first day, let's take a look at the 10 players who've logged in/out the most! While some long-term players are high up in that list, you may be surprised to see it's Kylie, who has been banned for 4 years, taking the top spot on this list!

Follow this topic to keep up as we post more fun statistics moving through this 10th anniversary month. Use it to compare your stats with others (you can check your own in-game), or suggest which stats you'd like to see. Maybe you'll see your suggestions posted...

Winter Wonderland Build Comp!!

The 2021 Winter Wonderland Build Comp starts at 12:00 a.m. EDT on Thursday, December 9, and runs until 12:00 a.m. EDT on Thursday December 16th!  Voting begins on December 17th!

The theme is Winter Wonderland.

All plots will be labeled, so sign up by commenting here, by PM'g me here or on Discord, or tell me in game that you want to participate.

There will be two prizes given out, one from the judges which is $200K in VC dollars and one from the popular vote which will be $150K in VC dollars. The winner of the judges' vote will also receive a specially themed, one-of-a-kind brag tag!

There is only one main rule: NO WORLD EDIT! That's it - no other restrictions, so go wild!  This is a creative build comp in the CM world, and will be located at /warp cm-winterwonderland.

Did I mention NO WORLD EDIT?  However, as before we want you to have allllllll the cool toys, so ask staff for barrier blocks, invisible item frames, pretty much if it exists, you can have it if you want it!  If you want a special flag enabled on your build, let staff know!  Things such as coral not fading, vines not growing, snow not melting, get creative!

ETA: I KNOW, I said NO WORLD EDIT, but I'm making a tiny exception - if you want a biome change on your plot, we'll do it.  They are hinky, they don't always work well, but if you want it, we'll go for it.  Now don't let Ten get the jump on everyone, start planning your builds!!!

VC Secret Santa!

I have posted a thread under Events Discussion on Discord for anyone who wants to participate in a Secret Santa gift exchange!  Sign up by liking or commenting on that thread - or by commenting below - and I will add your name. All names must be submitted by December 5, and I will randomly draw names on December 9th. You will then have two weeks to get your secret buddy a gift and deliver it to the chest I will place for them in Qualia with their name on it. All presents must be dropped off by Christmas Eve, and you can pick up your presents on Christmas Day!  All gifts should be kept a secret, guessing who gave you your present is 1/2 the fun!

(I will be removing and placing the items to fool any sneaky logblockers)
