Is there a way a new forum rank could be added, with those in this rank being blocked from spamming by only being allowed to post once every 4 hours?

Alright, I made a spammer group limited to 10 posts per day. blacka_ch33ze, you are the first member of the spammer group. I will put you back in a normal group when you stop spamming so damn much.
